The lawmaker, representing Ido/Ibarapa East in the Federal House of Representatives, Hon. Aderemi Abass Oseni, on Tuesday, at Idi Igbaro, Ibadan, Oyo capital city, said the urgent need to drive socioeconomic growth of his constituency and evolve infrastructural projects informed his resolve to launch a N5 billion Development Fund.
He explained that the promotion of sustainable future for his constituency should be the collective responsibility of all stakeholders committed to the interest of all communities in Ido/Ibarapa axis of the state.
Speaking at the inauguration of advisory board members and flag off of mega empowerment scheme at Community Primary School (Farm Settlement), Idi Igbaro junction, along Ologuneru-Ido/Eruwa road, Oseni contended that effective infrastructure is critical to the steady development and posterity of his constituency.
At the event, which was attended by the standard bearer of the All Progressives Congress (APC) during the general election, Senator Teslim Folarin, former deputy governor of Oyo State, Chief Moses Alake, among other top party stalwarts, he stated: “Collective contribution is imperative. Let us be part of this noble drive. To lead by example, I am presenting my N50 million cheque today.”
According to Oseni, who is the chairman, House of Representatives Committee on Federal Roads Maintenance Agency (FERMA), “the N5 billion will be domiciled in a dedicated account and a special committee will be set up to manage the funds.
“My friends and associates will be part of this Development Fund and we are also appealing to other prominent Nigerians in our constituency to join the train. Together we will build a more virile and enviable Ido Ibarapa East Federal Constituency.
“In line with my campaign promises, I want to assure our stakeholders, supporters and members of the All Progressives Congress that all our developmental projects and programmes will be in tandem with the Renewed Hope Agenda of President Bola Tinubu, “he remarked.
While announcing his plan to create 100 millionaires from Ido Ibarapa East Federal Constituency, Oseni who initiated the scheme with the presentation of N1 million each to five beneficiaries, also appointed 60 Special Assistants (SAs), saying this will aid seamless interface with the people at the grassroots.
He also hinted that arrangements have been concluded to commence massive construction and rehabilitation of road network in his constituency in order fast track development with the recent acquisition of earth-moving equipment such as excavators, pail loaders, graders, and other machineries.

In line with my campaign promises of being accessible and accountable to you regularly, I am deeply honoured to address you today as we gather for the first stakeholder meeting and mega empowerment programme.
I want to express my heartfelt gratitude to the wonderful people of Ibarapa East/Ido for the overwhelming support, love, and prayers you have shown me. Your trust in me has been a source of great inspiration, and I am committed to serving you with dedication and integrity.
I am excited to announce that our journey towards meaningful and impactful representation has already begun in the hallowed chambers of the National Assembly. I am honoured to have been appointed as the chairman of the House Committee on FERMA, and I assure you that various reforms are being implemented to enhance road infrastructure not only in Nigeria but particularly in our beloved Ibarapa East/Ido Federal Constituency. You can expect to witness a remarkable transformation in our roads starting in 2024, bringing about a new era of improved connectivity and accessibility to our communities in line with President Tinubu’s renewed hope agenda.
My Roadmap for the Development and Transformation of Ido/Ibarapa East Federal Constituency, Oyo State, in the Next 36 Months
Distinguished Party Leaders and Faithful Members, I stand before you today to outline my roadmap in my quest to transform the Ibarapa East/Ido federal constituency in the next 36 months. This roadmap aims to outline key areas of interest and the initiatives necessary as people representatives to propel the constituency into a new era of growth and prosperity.
My vision is anchored on the principles of inclusive development, empowerment, and good governance. I am excited to share with you the key programs and initiatives that I am dedicated to implementing for the betterment of our constituency.
Initiative on Community-Based Self-Governance:
First and foremost, I am committed to inaugurating a community-based development model that prioritizes inclusiveness and collaboration. This model will ensure that all members of our constituency, irrespective of their political, religious, or tribal affiliations, have a voice in the development process. My aim is to foster joint efforts in identifying and prioritizing the needs of each ward, collectively selecting programmes, engaging in project crowd funding, and actively participating in the implementation and monitoring of various projects.
During my campaign, I promised to be your “Governor” in Ido/Ibarapa East, and I am committed to pioneering the “fiscal federalism restructuring” agenda through the community-based model. I think establishing an Ido/Ibarapa community development association with a team of trustees and a Advisory governing council is a great step in involving local communities in the decision-making process for development initiatives, and take ownership of their development.
The establishment of the Ido/Ibarapa Community Development Association, duly incorporated with the Corporate Affairs Commission (CAC) in Abuja, makes a significant step towards realizing this vision.
The benefits of this approach are numerous. The envisaged benefits of the community-based development model are manifold, including the promotion of good governance, accountability, inclusivity, rapid development, and wealth creation within Ido/Ibarapa Federal Constituency. It’s a great way to foster collaboration, cooperation, and ultimately positive change within the community.
Furthermore, involving local communities in decision-making can improve the conditions of living for the people in the area. By prioritizing projects that address pressing issues such as healthcare, education, infrastructure, and economic opportunities, the community can see tangible improvements in their quality of life.
Additionally, promoting wealth creation and progress through community involvement can lead to more sustainable development outcomes. When the community has a stake in the initiatives, they are more likely to contribute their time, resources, and expertise to ensure the success of the projects. This can lead to a stronger sense of ownership and commitment to the development initiatives, ultimately leading to more lasting and impactful results.
Dear Good People of Ibarapa East/Ido Federal Constituency, it is important to note that the Ido/Ibarapa Development Association will be implemented under a robust and inclusive governance structure as follows: 1. Board of Trustees 2. Advisory Governing Council Board 3. The Central Management Committee (CMC) 4. Special Purposes Committees 5. Volunteers
Today, by the grace of God, we are inaugurating a 12-member Board of Trustees and an advisory governing council board for the Ido/Ibarapa East Development Association.
The Board of Trustees will provide people-oriented, community-impacting leadership and direction, ensuring the successful implementation of our development initiatives. In specific terms, the roles of the trustees and the governing council include facilitating community meetings to gather input and feedback, coordinating with local leaders and stakeholders, and overseeing the implementation of development initiatives. By involving the community in these processes, we can ensure that the initiatives are inclusive and responsive to the needs of the people.
The Governing Advisory Council or Board will provide expert advice and guidance to the Board of Trustees and the Central Management Committee on various matters. Examines plans and strategies proposed by the Board of Trustees and gives feedback. It represents the broader interests of community stakeholders and acts as a bridge between the community and the association’s governing bodies.
Moreover, Special-purpose committees will also be formed to address specific needs. By establishing these sub-committees with clear roles, responsibilities, and key deliverables, In this way, the Ido/Ibarapa community development association will be able to bring about progress, development, and transformation for the people of the Ido/Ibarapa East Federal Constituency. These sub-committees will provide a platform for community members to actively participate in the development process, ensuring that their voices are heard and their needs are addressed. Additionally, by focusing on specific areas of development, these sub-committees can help ensure that resources are allocated efficiently, effectively, and equitably, thereby leading to tangible and sustainable improvements within the community.
Please note that the roles and responsibilities of the Board of Trustees, advisory governing council, local government committees, ward committees, central management committee, and special purpose committees have been clearly delineated to ensure seamless coordination and collaboration in advancing our shared goals.(Please see Appendix 1 for more details.)
In addition, I am committed to appointing 60 Special Assistants (SA) from our federal constituency who are my cabinet members and also to serving as the Central Management Committee for the Ido/Ibarapa East Development Association. Additionally, the Special Assistants will act as liaisons between myself and the grassroots, ensuring that our legislative, empowerment, and inclusive governance actions are aligned with the needs and aspirations of our constituents. Their dedication and commitment will be instrumental in fostering effective communication and engagement. Moreover, I am dedicated to engaging the services of professionals where necessary to ensure the effective implementation of our development initiatives.
To drive these community initiatives, we will be launching and flagging off the “5 billion Ido/Ibarapa East Development Endowment.” This fund will enable the community to collectively identify and implement urgent, critical projects to bring relief to our people in the federal constituency. It is to be noted that these funds will be raised through our collective contributions and support from all well-meaning citizens of Ido/Ibarapa East in Nigeria and Diasporas, friends of Oseni, political, business, and professional associates, international donors, etc.
The reality today is that there is no alternative to collective funding model for sustainable infrastructural and project development at the grassroots level as there is clear indication that the Government cannot do it alone. The Ido/Ibarapa East Development Endowment Fund is a crucial initiative spearheaded by myself , aimed at fostering self-governance and advancing the constituency’s progress. It beckons on compassionate individuals, businesses, and partners, both local and international, to unite in support. Collective contribution is imperative—it’s an investment in the constituency’s sustainable future where the government’s reach is limited. Let’s all be part of this transformative journey.
To lead by example, I today by the grace of God flag this fund with my own token of N50 Million Naira and a special dedicated bank account will be opened immediately for the endowment fund, and a special committee will be inaugurated later to mobilize and manage the fund. I enjoined all of us to be part-takers in this fund, no matter how small, for the sake of posterity and a lasting legacy for our constituency.
I am committed to ensuring that this community-based development model is a resounding success, and I invite each and every one of you to join me in this transformative journey. Together, we will build a stronger, more inclusive, and prosperous Ido/Ibarapa East federal constituency where every voice matters and every community thrives.
Infrastructure Development:
Next, I recognize the critical importance of infrastructure in facilitating the prosperity of our constituency. One of the key challenges that our constituency faces is the state of our roads. I wish to assure you all that, by the grace of God and through your collective efforts, I will turn my constituency into a mini-state through road infrastructure development. This includes aggressive road construction, repairs, and maintenance in all wards within Ido/Ibarapa East. By improving and expanding the road network, this will catalyse development and improve accessibility for all residents. Therefore, I am committed to initiating massive road construction, renovation, and repairs in Ido/Ibarapa East.
I have already taken steps to procure road construction equipment such as excavator, grader, bulldozers, etc. to facilitate this agenda, making transportation easier. This will not only make everyday life easier for our constituents but also facilitate trade and contribute to the prosperity of our agricultural sector.
My Special Assistant/Adviser on Road Infrastructure will commence the construction of earthroads in early 2024 across the constituency.
My good people of Ibarapa East/Ido Federeal Constituency “ELOFOKANBALE”. Help is on the way to fix our roads and even construct new roads starting from next year 2024.
Youth Empowerment:
28. Empowering the youth is essential for the sustainable development of any community.Youth empowerment is a cornerstone of my vision for our constituency. In line with empowering the youth, I am excited to announce the launch of the Oseni Youth Empowerment Scheme (OYES). This initiative aims to provide our youth with knowledge, training, capacity building, mentorship, networking opportunities, job placements within federal government institutions and the private sector, as well as entrepreneurship development, financial support, and empowerment.
My vision and goals are to nurture the next generation of leaders and entrepreneurs within our community by empowering and supporting the emergence of 100 new youth millionaires from Ido/Ibarapa East within the next 12 months, and today, as a flag-off for the first batch of beneficiaries,
It is important to note that 100 entrepreneurial youths from Ibarapa East/Ido Federal Constituency will emerge under my initiative as follows:
20% through nomination selection, discretion, and the approval of my humble self (Hon. Aderemi Oseni).
10% through the APC political leaders and elders in both Ido and Ibarapa East.
20% through the APC youth forum in Ido/Ibarapa East
50% are general and non-partisan youths in the Ido/Ibarapa East Federal Constituency. Please note that this category beneficiary selection will be carried out by a special committee in conjunction with appointed consultants who will handle the nomination, screening, selection, and recommendation of 100 suitable young entrepreneurs with viable and bankable business proposals. The final 50 beneficiaries will emerge through a raffle draw that will be openly conducted on the 3rd week of February 2024 to ensure transparency, fairness, and equity. Please rest assured, I am for all, and I will be fair to all youths in our dear community.
It is important to emphasize that all 100 potential beneficiaries must reside and operate their business ventures in Ido or Ibarapa, east of the federal jurisdiction.
As a female gender-friendly representative and leader, I advocate that in the selection process, under all categories, the percentage of female beneficiaries must be above 35%.
In order to match my words with practical action, I am glad to inform you that the first 10 youth entrepreneurs and millionaires in the Ibarapa East/Ido federal constituency beneficiaries under my 20% allotted category will emerge today and will be financially empowered.
The Remi Oseni Youth Digital Skills Programme, tagged “RO-Free Digital Skill-Up Training,” has trained over 1000 participants since its inception in 2022, and I assure you that it will continue by the grace of God. Please note that this training will be organised every six months.
My investment in sports and youth talent development programmes will provide opportunities for individuals to excel in their respective fields. Please note that the Remi Oseni annual youth sports competition flagged off during my campaign will be sustained, expanded, and well funded on an annual basis. This will not only empower individuals but also showcase the constituency’s potential on a larger stage.
Water Provision:
36. Access to clean water is a fundamental human right. “During my campaign tours across the Federal Constituency, one of the most heartbreaking issues I encountered was the lack of access to clean water. In response to this urgent need, I took immediate action during the tours by providing functional boreholes to villages, hamlets, settlements, and communities across the federal constituency. As your elected representative, I am committed to ensuring that every community within our constituency has reliable access to this vital resource. Through the ‘Operation One Borehole Per Voting Polling Unit’ initiative . This initiative will address the critical need for clean water, alleviate the suffering caused by water scarcity, and improve the overall well-being of our residents.
37. In an effort to enhance the quality of life and mitigate health risks associated with contaminated water sources, I have launched the drilling of 50 motorised boreholes in various communities within our federal constituency. This new initiative to drill 50 additional boreholes is a continuation of my commitment to ensuring clean and safe water for all constituents, My commitment to improving access to clean water stands as a testament to my unwavering dedication to the well-being of the people I represent, and we will continue to do more.
38. Please note that this water project, is currently in progress in three communities, including Oloje/Aba Oko (Ido local government), Aba Ado/Elewure Health Center, Elebu (Ido local government), and Anwaru -Islam Area, Anko Eruwa in Ibarapa East local government respectively aims to provide dependable access to clean drinking water for the residents of the constituency.
Power and Electricity Supply Guarantee Scheme:
39. . Furthermore, electricity is essential for the growth of our businesses and the overall economy. I have already donated numerous transformers to various communities during my campaign. Moving forward, I am committed to furthering this effort under the initiative “Every Ward in Ido/Ibarapa East: A Functional Transformer,” through 3Rs Model (Repair, Renovate or Replace) of non-functional transformers. This initiative aims to ease the daily lives of our artisans, traders, and communities.
40. Additionally, I will be providing generators support to women, artisans, traders, and communities to improve the quality of life and facilitate economic development. Consequently, today I am distributing 50 generators for immediate business take off for our market men and women in the Constituency
Education Support Scheme:
41. Supporting education is key to securing the future of our constituency. Initiatives such as scholarships, tuition fee support, and free WAEC and JAMB registration will be introduced to alleviate the financial burden on students. Ensuring access to quality education is fundamental to nurturing the next generation of leaders.
42. Therefore, I am proud to announce that, starting next year 2024, no parents in my federal constituency will pay for the registration of their wards for the JAMB and WAEC examinations.
43. Under the Remi Oseni Education Support Scheme for my constituency, I will be providing free JAMB registration for students in the constituency effective from the next JAMB examination commencing on January 8, 2024.
44. The JAMB registration form will be distributed here today and will also be available for all students in Ibarapa East/Ido in my constitue\ncy offices.
45. It is important that I state clearly that beneficiaries of our free JAMB registration must show clear evidence that they reside and have been schooled in Ibarapa East/Ido Federal Constituency.
46. Additionally, I will provide the Remi Oseni Scholarship Award to less privileged children. Robust support to all our students at all levels (scholarships/tuition fee payment subsidies assistance).
Maternity Health Infrastructure:
47. The health and well-being of our people are of paramount importance. Improving maternity health infrastructure is a critical aspect of ensuring the well-being of expectant mothers and newborns. Investments in healthcare facilities and services tailored to maternity care will be made to promote safe motherhood within the cconstituency.
48. I pledge to facilitate the establishment of more standard primary health centres in wards in our constituency.
.49. Furthermore, I will launch a “Mobile Clinic” programme that will provide basic health check-ups in rural communities every three months, ensuring that even the most remote areas receive crucial medical attention.
50. Apart from the provision of primary health centres and Mobile Clinic in my constituency, I will ensure my people have access to regular
Free medical checkup Outreaches and programmes.
Free drug donations to community maternity hospitals and health centres.
Free eyeglasses to elderly people.
Provide free antenatal care for pregnant women, free care for babies and children up to school age, and support for health care institutions, orphanages, HIV/AIDS advocacy, and general health-related campaigns.
Women Empowerment:
51. . Empowering women is crucial for building a strong and inclusive community. Women’s empowerment lies at the core of my agenda, and I intend to provide soft loans, training, and employment opportunities to women engaged in various trade activities. It is crucial to harness the potential of our women and enable them to contribute meaningfully to the economic growth of our constituency. It is my firm belief that when women prosper, families and communities thrive.
Remi Cares And Community Development Projects: Collaborations, Partnerships, and Building Synergies to Succeed.
52. Lastly, As your representative, I am committed to collaborating with state and local governments. Local and international partners and donors will implement critical projects such as public toilets and sanitation and will also embark on the renovation, reconstruction, and building of new classrooms for the rural communities schools to enhance the quality of education at the grassroots, building bridges, and constructing markets under the “Soludero.” These projects are designed to improve infrastructure and make life easier and more meaningful for all members of our constituency.
53. It is heartwarming to inform you that, in line with my election commitments, I have taken concrete steps to mobilise suppliers to ensure the timely delivery of materials for the Gbelede Bridge project
54. Equally disheartening is the situation at the Aretu River in the Igisogba community, Omi-Adio, with a population of over two thousand residents. Tragically, this river has claimed the lives of more than five people, including landlords, over the past two years. Prior to our intervention, the community faced a harrowing nightmare, particularly during rainfall. The construction of these bridges, along with various other projects and programmes, is ongoing, and I am also working hard on a daily basis to alleviate the hardships faced by my esteemed constituents.
55. The roadmap for the development and transformation of Ido/Ibarapa East Federal Constituency encompasses a wide range of initiatives aimed at addressing the core needs of the community. Through strategic planning and steadfast implementation, I Hon. (Engr.) Dr. Aderemi Oseni seeks to usher in a new era of progress and prosperity for the constituency. By focusing on infrastructure, empowerment, and essential services, this roadmap aims to lay the foundation for a thriving and resilient
