The construction firm handling the Ibadan Circular road, ENL Consortium Ltd, has vowed to drag the Oyo State government to court for terminating the contract awarded to it in 2017.
A Director of the firm, Chief Moyo Adewuyi in a release issued in Ibadan, accused Governor Seyi Makinde, of displaying impunity and costly disregard for the sanctity of the law of contract in terminating the contract and reaward it to a firm hurriedly registered on 11 May, 2021, with no known record of performance in the construction industry and which would also be sued.
He insisted that ENL remain the lawful and legitimate contractors of the 32 kilometres long project having spent almost N10 billion of its hard earned money on it, stating that the firm will through the instrumentality of the law challenge and fight the termination and reaward to a logical conclusion.
He said the lawless and reckless use of executive power by the governor is capable of sending wrong signals to and discouraging local, regional, sub- regional and international investors from doing business with Oyo state, noting that a gubernatorial toga is not a licence for abuse of power and lawlessness.
Adewuyi disclosed that the project awarded to ENL is a 32km virgin road that starts from the Lagos end (Technical university) and ends at the Badeku end (Asejire) with two flyover/ Interchanges at both ends, stating that it also has four bridges of varied span with two major ones at Ona and Omi rivers, 52 culverts of varied sizes both double and single cells and
trapezoidal drain on both sides of the road and median V- drain on the entire stretch of the road.
He added that it also has about five intersections at Idi ayunre road, Ijebu ode road, Olomi road, Akanran road and Badeku road while its profile is 590mm consisting of larerite base 250mm, stone base 220m, binding course 70mm and wearing course 50mm.
According to him, the work done by ENL on the project before the contract was terminated include site clearance 30km, topsoil removal 30km, asphalt overlay 2km, stone base laid 3km, earthworks 5km, median V-drain 2km
trapezoidal side drain on both ends 1km, four double cell culverts completed, massive rock excavation on the alignment and
compensation paid on crops.
Adewuyi faulted the claim by the governor to have saved N100 billion for the state by reawarding the contract to a new concessionaire, stating that it is a huge joke designed to hoodwink the enlightened people of the state by calling dog monkey for them.
“The false claim is good for its entertainment value and should be dismissed as such, rather Governor Makinde has incurred a huge debt and liability of N10.9billion to the innocent tax payers of Oyo State by his illegal and ill conceived action”, he said.
